How the service works
Property assessment and city billing are different tasks. MPAC supplies the assessed value; the city applies the relevant tax rates and issues the bill. This guide covers receiving and paying the city’s bills, not how to argue an assessment or estimate investment costs.
A bank withdrawal, an email-registration receipt and a monthly-plan enrolment are three different records. Check which bill each action covers. Supplementary bills remain a particular exception even for owners already on monthly withdrawals. Keep the roll number and each bill’s due date with its payment record.

Eligibility and local rules
Which bills can the city send?
Each property normally receives interim and final bills. Supplementary or omitted-assessment bills are separate and can cover the current year plus up to two previous years.
Which number should I use to pay?
Use the 17-digit property roll number from the bill. In your bank’s payee list, select Thunder Bay property taxes, not water billing or another city account.
How far ahead should I send an electronic payment?
The city advises allowing three to five business days for bank/telephone or PaySimply processing. It must be received by the due date to avoid charges.
Using the service
What payment routes are available?
Bank online/telephone payment, a bank branch, PaySimply, a mailed cheque or the Cumberland Street drop box. PaySimply supports credit card, e-transfer, PayPal or CanadaPost payment with an additional third-party fee.
How do I switch interim/final bills to email?
Register with the 17-digit roll number and access code from the tax bill. Keep the code because it is needed to open emailed bills. Undeliverable email cancels e-billing.
Will every tax notice then arrive by email?
No. The city says only interim and final bills use e-billing. Arrears notices and adjustment letters still go by post, so both mailing and email addresses need to stay current.
Why might a new home receive another bill later?
An early bill may cover land only. MPAC can later assess the building or improvements and supply the value for a supplementary/omitted bill. A first regular payment does not prove all construction-related tax has been billed.
Exceptions and help
Does the monthly tax plan automatically pay supplementary bills?
No. The city expressly says supplementary/omitted bills are not paid through its Monthly Pre-Authorized Tax Payment Program. Arrange those separately by their own due dates.
What are the posted late and returned-payment charges?
The page lists 1.25% on an overdue balance at the due date and on the first of each month while outstanding. The NSF fee is $45. Not receiving a bill does not automatically cancel a penalty.
How do I get a balance, certificate or appointment?
Call Revenue at 807-625-2255, Monday to Friday 8:30 a.m. to 4:30 p.m. The counter is appointment-only at 501,34 Cumberland Street North. A tax certificate uses a separate form and posted $60 charge.
